I don't consider the front of the card to be miscut. Maybe the back is? I had a 1964 Tom Haller that was near perfect and centered on the back about like your Ryan. Some border showed, even if it was just a sliver. PSA graded it 8-mc. I took it to the National a couple years ago and showed it to the PSA people, who took it back to the grader. All I wanted was an explanation. About 10 minutes later the card came back re-slabbed a straight 8. No charge.
I'd recommend cracking the Ryan and subbing it to SGC. As long as there is border front and back and no part of another card is showing, I think you could get a 7-84 with a small chance for an upgrade to 86. Could go lower, too. That's the chance you take. Can't be worse than a 8-mc can it?
