I think you still have to pay the cost of grading a card even if it doesn't meet the minimum grade.

I know they've charged me in the past although the cards I had sent in were in holders.

Would anyone worry that cards could be switched by unscrupulous graders as you don't know what was in the pack?

If my memory is correct, there was a grading company that did exacty this some number of years ago, although I can't remember their name. I think they included a UT qualifier (un-touched). It didn't go anywhere and they went out of business.

I got a un-opened packed of 84 topps (football)
graded by GAI , its a 9.5
