HELP with BABE RUTH identification!

Hello Sports card specialists! I'm new here. I have been for months trying to pin down the info on this Babe Ruth. I want to get it graded but I'm unable to without knowing what it is. It has stumped 3 professionals so far. What I do know. I found it with other cards from the mid to late 50s. The box has not been added to since that time period. I believe it is from that era. It is not as big as a post card and larger than regular card. I took it to a print and paper expert and he says it is printed and its age appears to be from that time. I have yet to find another or this picture anywhere else of Ruth. the autograph is printed. It has no copyright,company,or date. PSA says it is the same photograph of Ruth used in the 61 Fleer card. That is all I know. PLEASE after months of looking and asking I just want to know what it is or ANY info to help my quest for info and ultimately graded...

found out it is pretty rare. its a card you had to mail for its a 1948 pacific coast news card. Issued as a tribute just months after ruths death

He has Blackie, I seem this post in several areas on Net54. He was asking around what the card even was?
